CID searches Sakshi office


Ateam of Crime Investigation Department (CID) carried out a search in the office of Sakshi TV which is one of the three TV channels against which police booked cases for airing a controversial news report that led to attacks on Reliance retail chain on Thursday night.

The CID team seized a computer, a hard disk, run order and the record of stories carried by the channel from 6 p.m. on Thursday to 2.30 p.m. on Friday, the channel’s Chief Executive Officer Priyadarshini Ram Reddy told media persons later. He said the police did not inform him of intentions to arrest anyone though the channel was booked on the same charges as those framed against another television channel whose editors were arrested on Friday night.

Mr. Reddy also said all employees on the floor where the studio was located were examined by the CID. The officials studied the process of telecast by the channel during their three-hour examination. Mr. Reddy said he did not think the case against the TV channels would stand legal scrutiny as they had aired a “newsworthy opinion.” He took exception to the government not blocking the web page of the Russian blog that initially put out the news.

“We just air the story that we pick up. We picked up the story from other channel and were late,” he said. He wanted the government to put to rest the doubts over the death of the former Chief Minister Y.S. Rajasekhara Reddy.

Property damaged

He faulted the government for not initiating action when public property was damaged in the last two months during the Telangana and unified Andhra Pradesh agitations. “The government had not arrested anyone. The day before yesterday, when private property was damaged, the authorities were in immense hurry to arrest people,” he said.

LPG transportation in high bed semi-trailers causes threats, says scientist

Retired scientist of the Indian Space Research Organisation (ISRO), D. Anandan, said that the selection of high bed semi-trailers for Liquefied Petroleum Gas (LPG) transportation in India is the main cause of all LPG tanker lorry accidents. He made the point while addressing a press conference here on Monday about a study report prepared by him in the wake of the December 31 LPG tanker accident at Puthentheruvu near Karunagapally.

Dr. Anandan, a former Associate Project Director of Geosynchronus Satellite Launch Vessel and Group Director of the ISRO’s Liquid Propulsion Systems Centre, said that while LPG transportation through rail and transportation of other liquids such as petrol, diesel, water and milk have no problem, only semi-trailers transporting LPG meet with such accidents.

This is because tankers transporting the other liquids are largely platform trailers that are designed with rectangular stability area. On the other hand, semi-trailers designed with a triangular stability area, have no front axle and a large portion of its weight is supported by the prime mover to which it is connected with a goose pin.

Several factors affect the stability of the semi trailers and they include insufficient stability area of the semi-trailer, the position of centre of gravity, liquid sloshing force and speed. When a semi-trailer’s centre of gravity goes out of stability line, the trailer becomes unstable and will start to tilt.

Liquid sloshing is one of the main factors that make the centre of gravity go out of stability line. The upward and downward lateral motion of the liquid in a particular frequency is sloshing, Dr. Anandan explained. In an LPG container which has no compartments, the liquid is free to move.

Any small reduction in speed forces the liquid to move forward with force proportional to the rate of speed reduction. This in turn makes the centre of gravity move too much forward reducing the lateral stability of the semi-trailer and when the centre of gravity goes out of stability area, the trailer over turns.

Therefore the option should be for either platform trailers or even low bed semi-trailers. In spite of their triangular stability area, low bed semi-trailers are being extensively used in Europe and the United States and their performance is reported to be moderately good, Dr. Anandan said. Also vital is the condition of roads, he added.

Consultations with eight recognised political parties of Andhra Pradesh on the issues arising out of the recent agitations in the State in favour of and against the separate state of Telangana began here today. In his opening statement at the meeting, the Union Home Minister, Shri P. Chidambaram stressed the need to maintain peace and harmony in the State while the consultations take place. Following is the text of his statement :-

“I welcome you to this consultation on the issues arising out of the recent agitations in Andhra Pradesh in favour of and against a separate State of Telangana.

We have invited the eight recognised political parties in Andhra Pradesh to this consultation. The founding fathers believed – and we believe – that parliamentary democracy is the best form of representative government and has the capacity to find solutions to all issues and problems. Debate, discussion and consultation are the best means to resolve differences and find answers. Political parties are integral to a parliamentary form of democracy. The wishes and aspirations of the people are reflected by the political parties. The argument that parliamentary democracy can be sustained without political parties is an argument that has to be stated to be rejected. Each one of you represents a recognised political party and, therefore, I would respectfully submit that each one of you bears a responsibility to help in resolving the differences and finding appropriate answers.

There are a number of misconceptions surrounding the issues that have brought us here today. There is a misconception that the Central Government acted in haste; that the political parties were not consulted; and that I, as Home Minister, acted as an individual. As you are well aware, none of these misconceptions is supported by facts, but I shall not waste your time refuting these misconceptions.

You are all aware of the long history behind the demand for a separate State of Telangana. It is sufficient to refer to the report of the States Reorganisation Commission; the Gentlemen’s Agreement of 1956 and the amendment of Article 371(1) of the Constitution; the Six Point Formula of 1973; and the introduction of Article 371D in the Constitution. More recently, in the elections to the State Assembly of Andhra Pradesh held in May, 2009, the political parties outlined their positions in their respective election manifestos. All this is in the public domain.

The Central Government was concerned when an agitation was started in November, 2009 demanding a separate State of Telangana. Quite rightly, the political parties in Andhra Pradesh were the first responders to the agitation. You are aware of the proceedings of the Business Advisory Committee of the Andhra Pradesh State Assembly on December 7, 2009 followed by the proceedings of the all party meeting convened by the Chief Minister of Andhra Pradesh later in the evening of the same day.

I wish to reiterate that the first statement on behalf of the Central Government was made on the basis of the minutes of the all party meeting held on December 7, 2009.

It is true that the situation on the ground has altered significantly since the all party meeting of December 7, 2009 and the first statement on behalf of the Central Government on December 9, 2009. Taking note of the altered situation, on December 23, 2009, the Central Government promised to hold wide ranging consultations with all political parties and groups in Andhra Pradesh. It is therefore that we have convened this meeting of the recognised political parties. As stated in my letter to you, the agenda is to “deliberate on the mechanism and lay down a road map for the consultations.”

I urge each of the political parties represented here to show accommodation and goodwill. Ultimately, you must find the answers and you must help the Central Government find a solution. The agenda for this meeting may appear limited, but I am confident that if we take one step at a time we will, eventually, find a solution. I request you, therefore, to give your views on the agenda. What is the mechanism that you visualise for the consultations with all political parties and groups in Andhra Pradesh? What is the road map for such consultations?

While we deliberate on these issues and take forward the process of consultations, we must recognise the fundamental importance of restoring normalcy in Andhra Pradesh. There must be a halt to agitations and bandhs. Law and order must be maintained. Children must go to schools and colleges. People must be allowed to carry on their normal day-to-day activities. Government must be able to focus on development and the welfare of the people. It is in the interest of all sections of the people of Andhra Pradesh that peace and harmony prevail while the consultations take place. I wish to caution all political parties that there are forces waiting on the wings who ridicule the parliamentary form of democracy and who would be happy if we collectively fail to find answers to the issues that concern us, and we should not give any room for these forces to gain strength or credence.

Let me conclude by saying that let us demonstrate the strength of our democracy and the capacity of our political parties to resolve differences and find solutions. I shall now ask each of the political parties to place their views on the agenda before us.”

Cold wave claims 288 lives as North India faces intense chill

A biting cold wave sweeping north India claimed 288 lives with 30 more deaths reported from Uttar Pradesh on Monday, even as flight and train operations were normal in the absence of fog.

The fresh casualties were reported from Bahraich (6), Balrampur, Barabanki and Muzaffarnagar (4 each), Sitapur (3), Jaunpur, Sultanpur, Gorakhpur and Faizabad (2 each) and Lucknow (1), taking the toll in the State to 262 this winter, official sources said.

In Varanasi, the temperature hovered around 4.4 degree Celcius, four notches below normal.

A cold wave swept across Punjab, Haryana and Chandigarh with the mercury falling by up to three notches below normal.

Amritsar was the coldest place in Punjab with a low of 1.2 degrees Celsius, while in Haryana, Ambala registered a low of 4.1 degree Celcius, three notches below normal.

Night temperature in Kashmir and Ladakh showed an upward trend, while Jammu recorded a drop in mercury at 4 deg C, four degrees below normal. The winter capital of Jammu and Kashmir had recorded a minimum of 5.3 deg C on Sunday.

Banihal was the coldest place with a low of minus 2.6 degree Celcius and Bhaderwah minus 0.6 degree Celcius.

The night temperature in Leh was minus 20 degree Celcius against minus 21.4 degree Celcius on Sunday. But, there was no change in the night temperature in Kargil which recorded minus 17 degree Celcius.

Pahalgam, a hill resort in south Kashmir, reeled under cold conditions with a low of minus 6.6 degree Celcius, while Srinagar, which had recorded a night temperature of minus 4.6 degree Celcius on Sunday, recorded a low of minus 4.2 degree Celcius on Monday.

Jyoti Basu's condition still DILEMMA



CPI(M) patriarch Jyoti Basu continued to remain in a critical condition today with doctors attending on him saying that lack of any improvement in his health was "not a good sign".

"It is not a good sign. We expected a bit more improvement, but there has been no change in Basu's health. A patient staying in ICU without any improvement is a bad sign," medical board member Dr Susrut Bandyopadhyay told reporters here on Monday.

According to hospital sources, 95-year-old Basu's blood pressure has been normal and he has been responding to broadspectrum antibiotics.

The oedema, which is accumulation of fluid, in Basu's brain has been arrested, doctors said, adding that he has been able to take in 40 per cent of the supplied oxygen.

Doctors said they were unsure of Basu's health if the three external supplies - partial ventilation, oxygen supply and food - were withdrawn.

Doctors are taking measures to prevent bed sores as the former chief minister remained confined to bed in ICU, sources said.

Basu was admitted to the hospital 11 days ago with pneumonia.

Protestors disrupt rail and road transport in Andhra Pradesh


Transport services across Andhra Pradesh were hit on Tuesday giving a tough time to commuters as pro- and anti-Telangana agitators held road and train blockades in the State.

The all-party Joint Action Committee (JAC) campaigning for united Andhra Pradesh called for road and rail blockades in the coastal Andhra and Rayalaseema regions, while students and other agitators held blockades in Telangana region in support of the demand for separate State.

The agitators blocked roads at various places in coastal Andhra like Vijayawada, Visakhapatnam, Guntur, Srikakulam and Vizianagaram and in Kurnool and Kadapa among other towns of Rayalaseema.

The pro-Telangana agitators resorted to blockades at Warangal, Karimnagar and other places.

In view of the “rail roko”, South Central Railway (SCR) cancelled 88 train services on Tuesday.

The cancelled services include 39 passenger trains and local 49 Multi-Modal Transport System (MMTS) to prevent damage to railway property, an SCR release said.

“The cancellations have been kept at bare minimum so as not to cause inconvenience to passengers. However, if the situation turns volatile, SCR may cancel/reschedule more trains at short notice,” SCR Chief Public Relations Officer Chandrima Roy said on Monday.

An argument took place between the protesters and policemen at Guntur when the agitators tried to hold the “rail roko.’

In Vijayawada, the Howrah-Chennai Coromandel Express and Howrah-Hyderabad East Coast Express were stopped by the protesters who squatted on railway tracks.

All-party Telangana meet draws a blank




A crucial meeting of eight recognised political parties, called by the Centre to discuss the Telangana issue, ended on Tuesday without arriving at a consensus.

The meeting, however, did not oppose further discussions within a “reasonable frame of time” on the issues that have arisen out of the recent agitations in Andhra Pradesh for and against the creation of a separate State of Telangana.

“It was a good meeting and everybody expressed their views. It is quite clear that the views of the political parties are divided. I summed up their views and will take them to the Prime Minister and formulate a course of action,” Union Home Minister P. Chidambaram told reporters after the nearly five-hour meeting.

While the stand of Telangana Rashtra Samiti which has been spearheading the agitation for a separate State was quite obvious, the Bharatiya Janata Party felt there was no need for further discussion and steps should be taken to carve out Telangana.

TDP divided

The Praja Rajyam Party favoured a united Andhra Pradesh, the Congress said it would go with the views of the high command and the Telugu Desam Party (TDP) appeared to be a divided house. While the CPI was in favour of a separate Telangana, the CPI(M) opposed any such demand and the All India Majlis-e-Ittehadul Muslimeen (AIMIM) was for imposition of President’s rule in Andhra Pradesh.

“It appears to me that no one is opposed to further consultations with other groups and stakeholders. Should such consultations become necessary, they were keen that it should be concluded within a reasonable time frame,” Mr. Chidambaram said.

The representatives of the eight political parties said in a signed statement that they had “expressed our views at the meeting and they have been noted by the Central government.”

They appealed that “peace, harmony and law and order should be maintained in the State.” The meeting was also attended by Andhra Pradesh Chief Minister K. Rosaiah.

Replying to questions of reporters, Mr. Chidambaram said that political parties must show leadership. “They must work to resolve the problem and that is the only way to settle issues in parliamentary democracy.”

He said a mechanism has to be evolved and the Centre would act on the sense of the meeting and take it forward.

Reasonable time frame

Asked if there was a time frame, he said it would be a “reasonable” one. Asked if there would be a Telangana State, Mr. Chidambaram said: “We are trying to help the political parties of Andhra Pradesh to find the answer to the issues of the State. We are here to help.
